Yes IF it's xylitol-free — plain peanut butter is a beloved safe treat, but sugar-free brands sweetened with xylitol can kill a dog. Check the label every time.
Peanut butter is the universal dog bribe, and plain versions (just peanuts + salt) are safe in moderation. The danger is that a growing number of 'no sugar added' brands use xylitol, which is violently toxic to dogs — a tablespoon of a xylitol PB can be lethal to a small breed. It's also calorie-dense, so keep it to a lick-toy smear rather than spoonfuls.
